Set the damper at 8 degrees using the timing tab. Then use a mulimeter on the no1 "pin" on the dis cap, use the other wire on the rotor tip. And then turn the dis cap until you got a "short" notification on the mulitimeter.

That wouldn't work as there is no actual connection from the rotor tip to the terminals. There is an air gap that the spark must jump. A good way to set the initial timing when installing the distributor is to align the timing marks on the ballancer to 8 degrees (or whatever initial is supposed to be) making sure that your on true TDC for #1 and not it's exhaust stroke. Put the cap on the distributor and make a mark on the base just below the cap where #1 tower is. Then simply install the distributor and make sure that the rotor is aligned with the mark you made on the distributor body. This should get you very close for initial start up. After you get it running, disconnect the single wire timing connector and set the timing with a timing light. Shut off the engine, reconnect the timing connector, and you're done!
