Under the Hood Fuse Block 1 is a Fuel Pump Fuse 20 amp. Under Hood Fuse Block 1 is located behind the Battery near the drive side door hinge.
The other fuse which is the one your father is measuring is located on the side of the passenger side dash. FP #1 10 amp. The fuse will not have 12 volts unless the Fuel pump relay is closed.
When the ignition switch is turned to run, the ECM applies 12 volts to the Fuel Pump relay #1 which closes the relay contacts and 12 volts is applied to the fuel pump motor.
The ECM will only keep the relay closed for about two seconds because there will be no reference pulses from the distributor/optispark.
If the ignition key is in start position, (engine crank, or running) the ECM will close the Fuel pump relay and keep the fuel pump relay energized as long as it receives reference pulses from the distributor.
The fuel pump relay #1 is located on the passenger side under the glove box area.
You need to drop the plastic foot well cover and look up under the dash. There will be a group of 3 relays and a group of 2 relays. The relays are all the same and mounted on sockets. The Fuel pump #1 relay is in the group of three and farthest from the center console.

The big X is the Fuel pump relay.
There is also a Fuel pump #2 relay but it is only used on the ZR1's.
