First What year and what engine? There can be different cures for different years.

Did you try a search? This topic is covered pretty often, and there are numerous causes of an Idle Surge like you describe.
It seems the most common fix is cleaning or replacing the IAC valve...

Hope this site still works-it's great concerning Throttle body and IAC cleaning. http://www.dvcorvettes.com/clean_air_passage.htm

Gives you a very detailed-but easy to follow instructions with plenty illustrations, even a warning about making sure you use the right gasket.Seems most after market gaskets have 2-but only 1 will work properly.

Good luck

I had the same problem. If you have high miles,Check to see if throttle plates are closing all the way with the engine running, if not the shaft bushings are worn and you will need to rebuild or replace the t-body. Sometimes they will close fine with the engine off but stick open slightly when running. You can get the t-body rebuilt with shaft bearings and bored out bigger at the same time.
