When installing header with no emissions and no cats and only flowmasters.. what do you have to do with ECM or any thing else in an 88 .. air pump going to

Pretty much nothing.
My 87 is like what you described, but with Corsa's instead of Flowmasters and it runs fine. One thing though, I am using a heated O2 sensor instead of the stocker.
Your car should run fine (like mine does now) but having a tuner fine tune a chip would probably be nicer to get a few more HP etc.
Heh, you will notice a nice sotp change even without burning a custom chip

Long tube headers will make the motor "wake up". Just wait until you get your LT1 intake on there and then get your chip.

Hey Wild Bill I put Hooker long tubes on my 90 coupe with the Y Pipe then branched it off into 2.5 inch pipes going back to Flowmasters without a cat convertor. Also I have no smog pump on the car either. When I hooked up the code scanner to the car it showed absolutely no codes thrown after these changes. GOOD LUCK Pipe
The heated o2 sensor is a good recommendation. The headers move the sensor further downstream and it will take longer to get the sensor up to operating temp and you'll have less reliable readings in closed loop.
