Ok, so I am assuming that for compatibility for an '85 that '86 would be the bestnext thing?

I don't follow... you mean for calpack? My choice would be an 88 calpack, IF you wanted to keep the cold start injector...if not the 89 ARAP would be it (running it now). It does away with the CSI.

So you are saying they did away with the CSI in '89, and that an '88 calpack would still have it? I purchased an '89 ECM recently, but would like to keep the CSI. What should I do? Sell the ECM? Or just sell the calpack for an '88?

The year of the ECM is meaningless for the 165's, they were all the same from 86-89...some were even used in 4 bangers. The Calpack is what is year specific, 1986 used the $32 code, 87 & 88 used $32b and 89 used $6E. In 1989 the CSI was eliminated, thus giving you two less parts to break (CSI & thermotime switch) and less places for air & fuel leaks.
That being said, the 88 $32b was the best code for a CSI equipped engine and the 89 $6E was the best code for any of the MAF years.

Remember that the 86-89's use 22 lbs injectors and the 85 has 24 lbs injectors. You need to reprogram the injector constant or you'll be running rich.

Yes and no. The 85 used 24# BUT @ 36 psi instead of the 43 psi of the later models / F body versions.
