I don't know where the fuse is off hand, but there are supposed to be 2 horns on the car. There should be one bolted to the frame rail under each headlight. I replaced both of mine last year. I couldn't find OEM stle replacements, so I just used the generic ones that the corvette supply houses sell. They work fine, they just look like aftermarket.
If the relay clicks- that should mean that the horn contact is good, the fuse is good, and the relay is good. All that is left is your horns or the wiring on them.
In my case One horn was dead when I bought the car, and I didn't realize it. After a while, the other horn died. I couldn't believe both would die at the same time, but actually I only lost one, since the other was already shot.

for future reference, the DIC (Driver Info Center), is the black window in the middle of your dash where the lights such as "Hatch Ajar" "Check Engine" "Park Brake" etc. are located...
and 'idiot lights' are just a term for those lights.

check your ground for the button. There is a connection within the horn button that can loose ground. I had this problem a couple of weeks ago on a 1990 and fixed it by cleaning the connection.

yea that fixed it! thanks, there bloody loud arent they. Just one of those jobs ya put off till someone almost backs in to ya and ya dont have a horn to honk.
