Default Fuel in Plenum

My friend just called and asked me to post a question for him.

First off he has an 85 Corvette. Air and EGR have been removed and blocked. He is still running the charcoal canister.

He is getting what appears and smells like raw fuel in puddling in his plenum. He says he has checked the vacuum lines running from the fuel pressure regulator and the charcoal canister and they both seem to be dry and do not really smell of fuel. Are there any other sources that we are missing?

We are starting a Nitrous project on this car and want to make sure everything is good before we set that up.

is the fuel pressure regulator diaphram blown? this is a direct link to the intake plenum via the vacuum line that connects them...
