You need to pull the codes to find out which portion of the ABS system is showing a problem. It could be the relay, any of the wheel speed sensors, or the pump itself.
Once you know the code, then you can figure out the repairs to be done.
In any event, check to insure all of the electrical connections (wheel speed sensors, ABS module connectors, and relay connection are tight. Also check the Brake fuse and the Gauges fuse.

Unless your 89 is different than my 86, you won't get a code. When my ABS failed a few months ago, no code, just a steady Anti-Lock dash light.
I dug into my library and came across a mag article on how to check the circuits and relays but even using that, I couldn't find the cause. It's in May 2001 Corvette Fever.
Someone then posted on how to jumper the ABS pump with 12v and it was supposed to turn on. When I did that, NOTHING, so I knew the pump was bad. I bought one from a Forum member and that cured the problem.
I later learned that jump starting the engine or crossing the battery charger connections or using the jump start setting on the charger can kill the pump.
If you don't have that mag, I can type it up in a doc file and send it to you. I suggest you check their website first, it may be posted there in the Tech Articles section. That'll save me a lot of typing.

guys i know this is kind of old, but were are these relays you are talking about located? and the abs computer??
They're all inside the little compartment behind the driver's seat. I have a doc file showing the test procedure for them. Email me if you want me to send it. jakejr266@sbcglobal.net
