I have about the exact same set up as yourself, 85 383 with a super ram. Last year mine would not go into closed loop. After an exhaustive search I found a malfunctioning knock sensor.
With the key on and the engine off disconnect the wire to the O2 sensor and see if you are getting some voltage from the ECM if so that would block the O2 sensor for functioning properly. As you know the O2 sensor creates its own voltage when warmed up enough to tell the ECM to go into closed loop. Motorbooks' Chevolet Fuel Injection by Ben Watson, covers that proceedure on page 120. Don't give up....

The ECM code has a timer setting for going into closed loop at least in the 85-89 codes.

In the 85 code it takes 300sec for a cold engine, 206 sec for a warm engine and 50 sec for a hot engine.
