Why ,Cars code in salvage ecm?
What is the process,can a novice easily do it? Are the ecm,s for 91 L98 & 92 lt1 interchangeable? I,ve read you have 100miles to take it to a dealer to do what?

The CCM has the VIN, odometer mileage, option content, and passkey programmed into it.
You or the dealer, only have 100 miles to program a new/refurbished CCM; after that, you are locked out.
The purpose is to prevent odometer tampering -- since the VIN and odometer reading are programmed in and cannot be changed (except in the first 100 miles), it is relatively easy to tell the CCM (and therefore the odometer reading) does not belong to another vehicle.
For the ECM on pre-94 vehicles, you need to keep the EPROM from your old ECM to put in a replacment ECM.
