Default What are these components?

93 coupe, LT1. Was trying to track down a vibration noise under the hood right after startup. Have traced it to what looks like a vac pump in the very front left corner of the car, in the space next to the radiator and in front of the wheel well, below the headlight. There is a plastic bellows that comes out the front side and exhausts nearby and a rubber hose that comes into the back of it. That rubber hose appears to snake its way up to the left side of the engine and tees off to what looks like both exhasut manifolds. Going through the service manual wasn't much help unfortunately.

I'm no mechanic so please bear with me:
What is this?
What does it do?
If it's making noise does it need to be replaced?

Also while under the car I found a small radiator under the front sway bar. Approx 18" long with and about 2" high. I couldn't keep track of the lines and where they went so what is this cooling: PS, tranny, oil?

That is the emissions air pump, and the small cooler is the power steering cooler.
