Stays in open loop
I have datalogger and am trying to diagnose why this 94 is failing emmisions. Most of the time the car will not go closed loop and stays open loop. I replaced the O2 sensor not to long ago.

Found it, second reading on 02 isnt reading out, and when it does decide to read to only goes up to about 400. Where is the 02 located on the car thats listed second in datamaster? Thx much !

Good deal in finding the problem. 
Sorry I can't help with locating the errant O2 sensor since my L98 has only one but you could just buy one new one, install it and check the scan. If the problem exists, replace the other sensor; hey the odds are similar (actually slightly better than) to a win in Black Jack.
If you have a DMM, perhaps you could take voltage readings on both sensors and replace the one with the low steady reading. To do this I would open the connectors and jumper between them for easy access with the DMM leads.
