Did you swap out the stock radio? The other issues are something in the CCM that would cause a sys light to flash on. Installing a non stock radio will also cause it.
Check your charging system and battery. The flashing SYS on the digital display is usually 1) aftermarket radio install, or 2) battery starting to go end of life.

The SYS means that something is wrong in the Central Control Module.
You see, the CCM is a traffic cop controlling information between the ECM and the EBCM.
There are a number of codes from the CCM that are not as obvious as a bad battery or aftermarket stereo. It can mean any number of internal functions - instruments, climate control, courtesy lights, etc - could be faulty.
It also allows for easier extraction of ECM and EBCM codes.
Sadly, my document does not cover 1995. But the theory is the same.
Only one thing causes the SYS light....the CCM has a code stored. You need to install a jumper on your ALDL connector and retrieve the code(s). Once you know the code it'll tell you why the SYS light is on. You can also reset the code using this method and in many cases it won't come back. The '95 Service Manual has the complete procedure, no special tools required.
