I live in CA and have to go to a test only site. I changed the oil, spark plugs not to long ago, new oxygen sensor and pcv valve. I dont think the car is heavily modifed basically stock. Heres my numbers, any suggestions greatly appreciated. Car runs good with no codes.

my no values were high also, but i have a leaky injector. oil change and air filter change, do not use an oil based air filter, just before taking it to the inspection station, might lower your numbers. check or change your plugs, check the wires and timing and fuel pressure. mine went from 1150 to 350 with a cat change and above, still high, but its the injector dumping in too much fuel
I just bought the car about a year ago so i dont know if the cats have been changed. what are the symtoms of bad cats and will this drastically reduce my numbers to pass? also, this is my first vet but its a 85 do they come stock with headers or is it suppose to be the block metal ones?
It's rich, so either the ECM thinks it's lean and is adding unnecessary fuel, or the CAT is shot. To find out, hook up a scanner and see what the Block Learn is at Idle and in whatever Cell is equilivant to the rpms at 25mph (or just drive it and capture data). With that info, we can narrow it down.
A rich mixture causes high CO readings. HCs are unburned fuel which can be another symptom of a rich mixture. Your NOx is close. It will likely come into line with the others. If not you can tweak the EGR or retard the timing a little to take care of the NOx.
