Cragar does make a S/S wheel now in 17x9. They come with -25mm or +25mm offset and I believe they would work for an 84 car. If the -25 offset doesn't work there are adapters available from VB&P in 0.75" or wider. These would take the 40 series tires that are standard for the C4.

Big Second thoughts....
Well. I have been driving the C4 everyday to work. I just bought a 1998 C5 two weeks ago, so I don't mind taking the C4 off the road over the winter. So next Spring, when the wife and I do cruises, shows, poker-runs, etc... I will rumble and rattle along in the C4 while she cruises along in high-tech, high performance, fast, 345 horse Corvette luxury.
New (Very scaled down) plan:
1) Pull and rebuild the engine with New cam, pistons and crank
2) Clean up the engine compartment
3) Modify the interior (all black with a lot of aluminum accents)
4) Remove weather stripping
5) paint car with flames
6) New weather stripping
7) New rims
8) Install the quietest mufflers I can find.
9) Install 2 exhaust cutouts. (With the cast-iron cutouts from jegs I can pull a *** on a cable and have straight pipes, $46 ea)
This is MUCH more affordable and doable...
I may still do the blower, but that may have to be next winter. I added up the cost
