Question regarding VATS disabling injectors

However, an article I came across (and I don't have the link, sorry) said something about how the ability of VATS to shut down the injectors (preventing thieves from roll-starting the car) was added at a later date... not there from the get-go.
Does anyone know about this? If VATS *doesn't* shut off the injectors on my '86, it could make my search for the problem a lot easier (... or harder).

Or there's always the possibility of the starter itself being bad, despite being brand new.
And I'm not going to even think about the VATS itself bein on the mend.
I wish I could reproduce the no-start situation when I'm actually at home and not anywhere but there. Kinda hard to rip apart the interior and poke at things with a voltmeter when I'm not around my tools.
