The only dustless pad is a stopless pad as well. I run the Performance Friction "Z rated" pads, but these are nearly impossible to find anymore. They do very well for the street and the warmer they get the better they stop. They do tend to dust pretty heavy under extreme usage though.
If you're just looking at street driving, stock replacement rotors should be just fine.
I'm using Raybestos Quiet Stop ceramic with great results, available at Rock Auto on the web. I wasn't aware of the shortage of PFCs.
Rotors are your choice too with all types and cost. Most agree NOT to turn them. Do they pulse? If not just hand brush them with fine grit paper or pad and you're done, short of a good bleed.
I bought stock rotors (from NAPA - the USA made ones, NOT the Chinese ones) and Performance Friction Z-rated pads from Auto Zone. The PFZ pads are nothing to write home about when their cold. But so far the setup works well. I have the JL9 brakes (standard duty) and went with this setup after hearing how well it worked for other forum members.

rock auto has a well priced selection of rotors--way cheaper than what i've found elsewhere. i've read here that expensive rotors aren't worth the extra cost--but that may have been the opinion of autocrossers who crack them despite cost.
drilled and slotted rotors are said to be not worth the cost; although, i was thinking that if the ribs between the rotor surfaces are angled to pull air into the rotor from the front of the car (maybe coupled with chamfered holes to expel and promote flow--there i go thinking again)<there was another thread discussing this-but it seems to have disappeared>, this maybe a worthwhile thing to look for. i'm not sure if stock rotors have this feature or not. i'll look the next time i've got a wheel off.
i've been looking at pads and a rotor too. i only need to replace one gouged front rotor, and i'm thinking about going with a raybestos from rockauto for $20. i've heard positive reports on raybestos products here. i'm still listening on the pads. i think i'm leaning toward hawk pads from summit--a full set of ferro carbon for around $80, ceramic around $60. these seem like good prices, but i don't know which would of the two would be better for the street.

I put a set of Napa Ceramics on the front of my 88 when I had it. They were great. No dusting. I had the wheels polished so low or no dust was a high priority. They stopped very well. The only downfall was the price. They were way expensive but cheaper than the GM durastop pads. I was told by many here on the forum that the Napa Ceramix pads and the Durastops were one in the same.
