You '91 has the start enrichment built in to the program so it doesn't need the injector.
If you don't want to shell out for the plug , have the hole welded up so it looks the same as the later runners.
Note for the others.
I have deleted the cold start on my '87 5 years ago , no starting problems. No mods to ECM program made.
Plug the runner and the fuel line, remove redundant parts.Possibly in severely cold places may need to have program modded to same as later non cold start.
Well, I used some JB Weld and a dime because my 89 had a pre-89 fuel rail, even if the CSI was there but not physically connected to the harness. This was during my SuperRam swap. Made the fuel rail worth 10 cents more.

He is right, you should not even have a cold start injector mounting hole unless you have 88 or earlier runners. They did away with the cold start injector completely in 89 and adjusted the cold start enrichment values in the ECM to compensate. The 89+ L-98 runners do not have an opening for a cold start injector.

I agree. If you did have an 88 or 87 and wanted to eliminate the cold start injector circuit, usually you don't need to adjust the ECM tuning. If you live in a cold climate and are worried about really cold start conditions, it is my understanding that with the auto tranny cars you can swap an 89 auto chip in place of the earlier 88/87 chip since the auto trannies are so similar. You cannot do this for the manual tranny cars because the ECMs for pre-89 are programmed for the DN 4+3 manual tranny and the 89s have the 6-speed programming.
