ECM looks for cross counts from O2 sensors, how many times voltage crosses, high or low, mid point of output voltage range of O2 sensor, approximately 100mv to 950mv. Unless I'm totally off base, a straight resistor wont work.
I dont know if this is any help but, to avoid getting a cel from running no cats , a few guys in the subaru community have placed spark plug defoulers between the second o2 sensor and the bung, the sparkpluug defouler had the same threads as most o2 sensors. The defouler makes the see less gas and more o2, exactly as a cat would. and no cel. Ive personally seen this done and it did stop the cel
I have come across schematics on the internet. Do a little hunting and internet and I am sure you'll come across something. To get the pulsing they use a 555 timer with some components to get the proper frequency. That is what most commercial units use. They charge a ton of cash for about $2.00 in electronics (that's retail).

Get the non-fouling adapters for the old style (large) 18mm spark plugs. They have the same thread pitch as our O2 sensors. Lets us know if this works.
