What is telling you that the car is running rich? Were the old plugs carbon fouled? Pull one or two of the new plugs - are they fouled? Was it running rich before you replaced all those parts?
Why did you replace various vacuum hoses? A vacuum leak will make a car run rich, so definitely make sure that all of the hoses are routed properly and the connections are tight.
Did you remove the throttle body to clean it? Any codes?

I'm not a mechanic. Going by neighbors word. He seems to pretty knowledgeable.
When looking at the exhaust tips there seems to be allot of carbon built up. This is the sign I was going by. I'm I wrong? Is this a sign of a rich condition?
The plugs looked fine when I replaced them. The only thing I notice was they were gapped large than the manual called for. All the hoses were replaced because they appeared to be rotted.
Carbon build up on the exhaust tips can indicate a rich condition, but the plugs are a much better indicator of current performance. If they look fine, I would believe that the car is not currently running rich.
Everyone has some carbon at the tips.The best way to diagnose it would be to get a laptop and Datamaster and get a scan done and post it.It is a great diagnostic aid and will tell you more than you can imagine.

Also, when you replaced the spark plugs, were all the plugs consistently colored?
first thing to do is see if your ECM has stored any error codes. Easy to read on a '95. You can short pin4 and pin12 on your ALDL connector and read error codes where your fuel gauge normally displays:
