BAD washer
The dash gauge has always read about .4 V below bat/alternator reading. Dash reading has always been 13.8 to 14.4 in the past.
After following all the checks in the FSM, I found nothing wrong. Voltages were as specified. Wire continuity for all associated wiring was excellent. The highest reading on any wire length or terminal connecting was .3 ohms.
I had the alternator checked on a parts house tester and it read good. I had Sears test the five month old Diehard and it tested good on their machine.
I decided it had to be the alternator so I took it apart to check things out for myself. As I was getting into the inside area where the regulator, brush holder and the diode rectifiers are, something fell out. The half washer on the left in the image.

The torx screw that held the brush holder and one end of the voltage regulator was loose and missing that part of the washer. The other washer fell apart when I removed that screw. Two brass washers and it now charges at 14.3 V dash and 14.7v bat/alt.
All is well again. Took it out for a drive with one stop and a second restart at home and even the stereo sounds better.
