My problem was that the guy couldn't see the timing marks on the balancer - so he required that I get a new one. Regardless of the fact that the car was burning super clean (passed the sniff test - but not visual).
I'm really converting the car for race use. I've found that the more fun the car is on the track - the less fun it becomes on the daily drive. I feel a big responsibility to my family and fellow drivers to not be blasting around mountain roads or openning it up on the highways - so that just leaves the track for my fix! So I will only drive it 3 or 4 times a month on the open road - but track ot AutoX or open road race it 20 to 30 X a year.

I would have told him to get new glasses. Reading a chevy timing tab, at least gen1 350s, does not require reading any numbers, and the numbers aren't painted either.
I'm glad he's doing his part to keep the environment clean though.
