I'd forget helping this mechanic and cut your losses. They sure have thrown a ton of parts and labor at a car with low mileage and a minor driveability problem. Me-thinks this guy is an incompetent boob, a scoundrel or both.
in over 40 years of playing with sbc's, i have seen 2 that started to make a substantial ''knock'' after running for more than 30 minutes...both were 100k+ miles with (discovered when heads were pulled) extreme carbon build-up on piston top....removal of carbon cured both (do this only with solvent--do NOT scrape)...theory is that connecting rods expanded with heat soak and deck clearance went negative....your low mileage does not fit this scenario, but if the new head gaskets were thinner than old ones, its a distant possibile cause (but we're really distant here, reaching way down)
like others, i am very uncomfortable with the repairs which were deemed ''necessary'' for such a low mileage vehicle,tho
Aside from the mechanic, who may or may not be competent the above suggestion is the only one I have seen that presents a plausible cause. I am neither defending, nor accusing the mechanic, but trying to redirect this back to a problem/solution needed thread, with no offense to anyone. With a new valve job, meaning new head gasket Redrose's comments certainly seem plausible, almost likely.

Have YOU personally seen/listened/driven the car since these"repairs" were completed ? Has anyone run compression test/pulled valve cover(s) and inspect valvetrain since then ? Had one that baffled us,slight miss when warm,slight tapping noise,compression down about 15 psi(use a high quality,accurate gauge and test all cylinders identically) Upon removing Dr side head,we found #1 piston NOT coming up to TDC,about 1/4 inch below deck ! Pulled engine,#1 rod BENT,piston skirt/pin boss rubbing(knocking) on crank counterweight ! Guessing it got some coolant in one cyl from previous(and poorly done) intake gasket replacement,cylinder hydraulic slightly and off she went ! I second/third other suggestions to politely remove your car from current facility and perhaps explore a different "mechanic" maybe a local forum member could suggest/direct you ! PM me if you would like me to email you a pic,I kept the BENT rod/damaged piston as a souvenier
