Default fan does not turn on

Good morning All. I am in need of some expert advice on cooling fan control. My 94 LT1 secondary fan has stopped turning on. I am running a 165 degree stat and a Hyper Tech that changes the temp for when the fans come on. The primary fan works correctly. I pulled the secondary relay and put 12 volts to the fan to verify the fan motor is good and the gnd is good. 12 volt B+ is good to the connector and so is the 12 volts on small red wire when ignition is on. Turning on the AC should kick in the fan but doesn't. What am I missing in my logic? This just started Friday afternoon on my way home from work. Temps normally run between 175 and 195 with both fans kicking in as needed. But, temps got up to 210 and that got me to looking. To add to the confusion, I have the 94 factory manuals and they indicate that I should have an "F" pin wire on the relay connector and a Black/Redwire power wire going to the fan. There is not an "F" wire and the power wire to the secondary fan is solid black. one of my older vette books indicates this seems to be correct for earlier model vettes.That aside, is there a temp sensor that controls only the secondary fan and if so where is it located? I know I must be missing something. Also, the ECM is almost new and hopefully thats not causing the problem. It also looks like my 94 in the transition period from OBD I to OBD II and that may explain some of the schematic differences. Thanks up front guys for any help.
