You might try the NHTSA: http://www-odi.nhtsa.dot.gov/cars/pr.../tsbsearch.cfm You follow the links to get the GM TSB summaries.
Also try here: http://www.edmunds.com/ownership/tir...5/article.html and click on the "Maintenance Guide" text link. You have to supply vehicle info and eventually you should get a list of TSB summaries or the full text.
A GM dealer may let you see the TSB or maybe print a copy for you . Drop by a dealership and ask the Service Manager.

You can at least get the Bulletin's Title at www.alldata.com - if you want the details, you'll have to buy a subscription - do it one time and download all of them.
