erratic power steering assist

I'm working on a friend's 1985 corvette which has a really strange power steering problem. It sometimes feels like there is no power steering but sometimes it feels like it is giving WAY too much assist. It's REALLY scary when it happens when you're on the throttle!!! I have never seen a problem like this before.

Does an 85 Vette have speed sensitive steering assist?
If not, how do I know if the problem is coming from the P/S pump or the Rack/Pinion Assy? Are there any simple tests I could do?

try changeing ps fluid and adding bottle of lucas ps fluid might be a cheap fix

check the water pump. If it's leaking, it will spew on the belt, causing it to slip.

As Bogus stated check the water pump. This is what happend to me.
I thought all along it was the power steering pump but my water pump was throwing water all over the belts.
