It is a piece of tin that slips in the air intake tube. It is designed to cause the air to create a swirling venturi that makes the inake system more effecient. They claim more power and better milage.
I read an article in which Car and Driver tested them. They do absolutly nothing, and in fact make your gas mileage worse because they restrict airflow. I trust Car and Driver.

The guy who said that was joking. The Tornado is a joke. A clever scheme to seperate gullible and uninformed drivers from their money.
For proof of the "Tornado effect" they taped two 3liter plastic Pepsi jugs together with water filling the bottom one. Then the guy turns it over and the water slowly glug, glugs out of the top one into the bottom, supposedly how your air flows into your stock air tube. Then he turns it upside down again and gives it a swril, "like a tornado", and the water quickly flows from the top jug into the bottom proving the "Tornado effect". We all learned in grade school that the water will only flow into the lower jug, if the air trapped in the lower jug can get past the water into the upper jug. Giving it a "Tornado swirl" opens up the center of the pasage between the two jugs for the air to pass the water now easily flowing down the sides of the jug! OOOH, It's magic
It wont do anything for your VETTE nor pocket. By just reading the installation instructions, it tells you that it will not be able to help nor create .000009 HP. It goes in front of the MAF screen. What a joke.
Au contraire. I put one in my Murano and I did get about 1 mpg better mileage. I can't say I got better power but with the price of gas it paid for itself in about 3 months.
On one of their informercials, there was a guy with his two C4's raving about how much better his vettes performed from this mod. I think the dude got paid to say that.
