Well , guess what they were!
Just think about the explanation of what a shock does?

1.Hold the car up ...WRONG

2.Keeps tires from wearing...WRONG

3.Dampen wheel oscillation...CORRECT

Small and Large harmonics are always happenning on any moving parts , especially front end parts , good quality shocks help squelch all those little pulses out, if your having front end problems and you are sure all the parts are GOOD , try replacing the Shocks , just because they are not leaking oil does not mean they are ok.

FWIW, the Hunter Road Force balance cured the 60-65 mph shimmy that my 87 had (completely).

If you hit a big enough bump or pothole that slightly bent your rim, it may not be visible and no amount of weights and balancing can ever fix it no matter how close to 0 it is. if they can be balanced to 0 they are balanced for that speed and all other speeds will have vibration. been there and experienced it with a few sets of rims.

I found this out too by using a 1 inch dial indicator on a mag base and checked the T.I.R. (turn indicated round) of my wheels and found one bent by .020. Sent the wheel back to be straightened and retrued and all is fine, until I remove the roof from my coupe and I get the shimmy that all C4's get unless you install the brace that bolts to the roof fasteners. GM could have braced the frame so this would not happen.
