Default 87 steering wheel question

I'm having a problem getting the tilt lever to sit flush against the nut on top of the steering wheel in order for me to put the 2 screws in to hold against the middle tilt star screw. The star middle screw doesnt go in all the way and stops. This is causing the tilt lever to sit at an angle and I cant get it to seat right. Is there something I'm forgetting or not doing right?

Try to be more specific. I am currently rebuilding my steering column as we speak. I definately bit off more than I wanted to chew tonight.

I decided to go ahead and put everything back together since I'm not going to mess with the housing until I'm ready. As of right now I put the lock ring and lock plate on as well as the retainer carrier and spacers with bumper retractor for the steering shaft. I then put the steering wheel on and lock it in place with the nut. Next is the lever which must be installed through the slot in top of the steering wheel. After that you install the 2 screws to hold it in place.

That is where I'm stuck. I cannot get the lever to stay on top of the nut in order for me to screw in the middle star screw. The star screw stops upon screwing in down into the shaft to sit above the nut. This causes the lever to tilt on one side for me to be unable to put the 2 final screws in. Hope I'm making sense.
Here is an illustration...

I thought you were talking about the tilt lever, not the Telescopic lever. Sorry, I have never disassembled a telescopic steering column.
