Sounds more like a hydraulic problem, i.e. master cly or slave cyl. Both common issues with 6spd C4s. Do a search on the slave and/or master cylinder, you'll get more info than you want.
Well if the system is low I'd say top it off and test it but I doubt that will fix it because surely it will need bled. So if it is low something is leaking and would need replaced/repaired, and being the difficulty involved in properly bleeding these systems I wouldn't just want to bleed it for the hell of it and then say oh it needs a slave cyl let's put that on and bleed it again.
Find whats bad, replace it, than worry about bleeding it.
with previous posts - definitely sounds like a hydraulic fluid problem. It sounds like the fluid got pretty low; if the clutch master cylinder is empty, then there will definitely be air in the system. You will need to bleed it after you top it off. Check for leaks as well.
Again check your slave and MC. Do so by removing drivers side hush panel and look under dash up where MC push rod comes through firewall, see if it's wet. Check slave cyl by raising car and removing two nuts which hold slave to bellhousing, slide slave out and inspect for moisture at boot.
Replace leaking component and bleed system.
There have been reports of people putting 2 or 3 cylinders in their C4. The GM brand had reports of the assembly being defective and takes reassembly to correct the problem. The Wagner brand I got from Rock Auto.com hasn't leaked yet. Note: Dont tear up the hydraulic hose(between the slave and master) its almost irreplaceable. Its tight quarters underneath so put it on a rack or jack stands. Good Luck
