Default Code 41 when running, and running rough 1990 L98

Well, I got the Mini Ram on, and TPIS headers and we got it running. It runs rough. It ran prior to the swap, and the tune from PCMFORLESS ran the engine prior to the swap, so the tune is fine. I set the timing at 6 degrees while running then reconnected it as it was running, and it ran a little better. But its burbling through the exhaust and throws a code 41. I think that may be due to the EST being disconnected during running.
The sspark plugs are in the correct order, and the distributor was put at TDC then fired up. The Air Pump was taken off completely, so the catalytic converter still has a pipe unplugged out of the side that the air pump would have gone to.
I had one exhaust header leak, which I fixed, tightened it down. So, what else could possible cause this to run like booty.
PS, I got the fuel lines on correctly and at 46 psi. (checked after running with ignition on)

Check ckt 432 for shorts, that's Code 42, EST system. Connector "C" on the ECM, pin C9.

Code 41 says the PROM is not installed correctly or it's N/G, or it's the wrong PROM as recognized by the ECM.

That's a digest of what I got from my 90 FSM, Driveability & Emissions section.

Thanks Tom. I will check on the PROM being installed right. It ran fine before everything was installed. I could throw another one in there.

Look I'm new to this electronic stuff so I don't know much....but I have the Helm 90 FSM set so if you need more info from the books shout at me. My 90 C4 don't have the same ing system as the L98's but I have the books & can send the stuff word for word in e-mails....I'm sure I could scan the pages & send them?

Problem solved, Bad Prom. It was my prom that I burned, not the tuners. So, I reburned a new one and voila everything works great.
