Need more power from intake setup!
Where is the best place to get a super ram from, or is a better TPI base and larger runners worth the money? I'm hoping some intake mod, plus headers in addition to what I already have will let me see low 13s?

Whether you get a super ram or larger runners you will need a larger or ported intake base with either. The runners will allow the engine to breath better (up to 4800-5000rpm?) while the super ram will allow the intake to flow enough air to rev to 5500-5800rpm (approx).
Mind you, in either case your cam is set up to run out of puff after about 4500rpm so you won't get the full benefit of the super ram until you do the heads and cam as well.
red90sixspeed ran a ported or aftermarket base with true dual exhaust and a few other mods to get a low 13 (his car was a manual though).
Having said this much, I think Beach Bum is probably the man to talk to about this topic.
