87 Coupe. Last year the first time I used the heat ....didn't work. Turned out to be low on water which caused a vacuum in the system. Fixed that and all was well rest of winter.
Skip up to this year.
This morning was a chilly one. Turned the heat on for the first time since last winter and...no heat.
Got back home and bled the water system ...which didn't seem low, and...still no heat.
What's next? Is my heater core probably gone? no inside or outside leaks.
There is a vacuum motor that opens the heater water valve. It is under the hood on the passenger side . Trace the water lines and you will see it near the firewall. Has a vacuum line attached. Make sure it opens.
YOUR GREAT!!! Found that Vacuum Motor and pulled out the lever manually and LOADS of HEAT. Pushed it back in and tried the heat control inside the car and still no heat so that valve/motor isn't working. Got out of the car, pulled it out manually agin (just to be sure) and plenty of heat. So looks like I'll be ordering a new valve/motor tomorrow morning.

Good luck. It was stated in a similar thread that the water valve assembly for the heater was no longer available. My parts book doesn't show the vacuum powered servo as a separate item. Maybe you can improvise. It was said on that thread, also, that the valve was closed by vacuum and opened by the lack, thereof. My car has been without a valve since longer than I have owned it, over 18 years. 1988 was the last year for that valve assembly. If you can't easily fix it, eliminate it.
Before you start, pull a vacuum on the motor and see it it opens. It should pull the lever to the rear under vacuum and open when the vacuum is removed. My 86 won't open but it is not the motor. Something in the programmer.
Here in Florida its not a big deal. If I want heat I prop it open with a screw.

RACE ON!!!
So, if I improvise by keeping it in the "open" position that allows hot water to run thru the core, can I still just adjust the cold/hot of the flowing air with the slide control inside the car?
I had a leaky one and couldn't find it. I e-mailed ecklers and they gave a part number for a whole new assy. I don't have the p/n handy, but if you e-mail them, I am sure they can help you. It is the whole assy with the metal pipes though. Hope this helps.

The whole assembly is a 14091016.

Yes. Until it starts leaking, you could open and close the water valve seasonally. Otherwise, bypass and eliminate it, and be done with it. If there were problems or a compromise in eliminating it, I would have said something. I didn't even know that my car came with a heater, water, shutoff, valve, until I saw it in the parts book.
My parts book also had the 14091016 number but I went to my Chevy dealer and he came up with 10120965 BUT as someone said...it's a Chevy discontinued part.
It does come attached to about a 2 foot section of the water pipe.
Visited a shop that I've used before and he said he once found the part for someone else and he'll look around for another one.
I thought about eliminating it or leaving it in the open posiiton, but since the Vette has a flow-thru air system there's always air coming in thru the vents or wherever I have the top slide pointing too. There's no "off" on the fan, just "low", 2 mediums and a high speed, so hot air would always be coming into the car.
If my shop can't find one, I'll just go the route of manually opening and closing it according to the season.

My book lists the 1012965 to be for a 1985. The 14046043 is for the 1984, and the 1012965 is for 1986 and 7. There was no water shut off, for the heater, from 1988 and up.

My Corvette has the same heat/AC system. I wonder why I don't get hot air whan the control is set to the minimum? Maybe my hot air deverter (blend) valve isn't broken. You have the perfect situation to test eliminating the water valve. Leave it open and see if you still get heat when you have the temp slide all the way to the left.
You gotta love it whan someone asks a question:

And than argues with the answer from a guy that's done it.
