If youre planning on rebuilding it later on id leave it all til then. Since the heads dont have to come off you might as well leave them on, if youre going to take them off and you think the engine is in fair used condition i wouldnt go too over board with it til you rebuild the whole thing. The heads dont need to be removed for valve stem seals either, and if its not blowing smoke on start up then its probably not worth replacing them either. Just do things you can do without pulling the heads off unless you feel they really need to come off. If you put on 1.6:1 RRs you will want to replace the springs too.
