When you say 'new exhaust' do you mean from the catalytic converter's back, or from the engine back? Adding aftermarket headers and a quality cat-back system can yield considerable gains on the L98 cars, some times as much as 25 RWHP.
As far as running with LT1 cars, what does your car run now? Typically, a stock L98 will give up 1/2 a second or so the LT1, but there are exceptions. The Hypertech and the cold air will not be enough to put you on par with a stock LT1, but you may be able to outrun a substandard LT1 car, or an LT1 car with a poor driver.
Honestly, if you want to lay a hurtin' on some kid with an LT1, you'll need some real engine mods. Headers, cat-back, 1.6 roller rockers, and a tune from www.pcmforless.com should get you really close. You might also consider nitrous. I recommend N20 to just about everybody, but that's only because I'm broke as Hell and can't afford much else. Most people dismiss N20 without really knowing about it, or because of the rumors of it destroying engines. Do some of your own research before you automatically say "no" to the bottle. Nothing will put such a big grin on your face for less money.
You also might want to include the year of your car in your posts, or fill out a signature and attach it. Clicking on your profile to find out that you have a stock 90 is an extra step a lot of the old timers here are sick of doing.
