I just p[icked up an 87 to make a track car out of. Its a tad on the rough side but the price was right. There is a problem with the dash. I have searched but it doesnt seem to be one of the common issues I have read about. I found a site that had been reccomended here but it doesnt address this issue.
Basically it is lit up like it should be but there are no readings on any of the readouts (speedo, tach or gauges). Also the upshift light is always on. I think perhaps all the lights are on at once is the problem. You can toggle back and forth between items on the control panel and it will switch but that is the only sign of activity I can get out of it.
Is it fried or is there something I can check out for this problem?

All of the info is controled and sent from the ecm. Check that ecm is functional then see if the conector is fully seated into the back of both the main cluster and center cluster. My 87 has a jumper bundel between the two clusters that is very touchy on alignment when plugged in.
if the check engine light comes on when key switched to on position but not started then you can jumper the 2 possitions at the aldl to pull codes. If that is functional then the ecm should be good enough to send some-thing to the clusters. This leaves the wiring check.

Not everything the cluster displays comes from the ECM. First check the LCD, CLSTR, and the TAIL fuse. If ok, and no LCD (liquid crystal display) bars are showing, then it is most likely that the switching high voltage supply on one of the circuit boards is not running. The LCD's require about 100 volts. If you have no experience repairing electronic equipment, then I recommend that you send your display to a repair station.
