You will get the most bang for your buck with headers and exhaust. I see no realistic way to 70 HP with the intake you have plus any headers. More like 40 ish. Others may disagree. Do some research on headers, just a cat back won't help that much. I haven't put headers on my Vette so I'm Ducking that question.
Porting and polishing the heads is good. Install larger valves and port match the intake to the head. Thinner head gaskets and full roller rockers. Hooker headers are less the TPIS, EM, etc. The CC dual exhaust is 2.25" and is not going to flow better then the stock system. You'd need to goto 2.75" and mandrel bent would help a lot also. Don't use the SLP runner unless your going to heavily port it. AS&M would be best.
Im looking to spend about 700 to 1000 on things besides the cat and mufflers. What kind of headers do you recommend? They seem like a hard job if switching to long tube. So far I have heard underdrive pulleys and headers. What about a complete port and polish from pleanum to exhaust? Can that money and the exhaust get me 70 hp to get anywhere near 300 "flywheel" horsepower.
The ONLY way to get what you want, and thats on the high end is a complete redo: Top/Middle/sides/out - plenum, runners, headers, heads, cam, injectors, new chip, rockers, exhaust, gears, and the list go on, but i'm sure you get the picture.
Alright so here's the plan. Right now I am going to do exhaust from headers back, but I havesome questions. First I found some long tube headers without the egr lines, what about the egr lines(if thats what they are?) on the old manifolds, do I block the egr all together. Also would 3" be too much for exhaust from the headers back? Then finally two flowmaster mufflers and a cat.....or no cat? (legality wise) Thank you so much for the input guys you have saved me some major money already.

Go to Corvette Central online catalogue. They have the Hookers with EGR and O2 sensor setup and the Hooker Y pipe which eliminates front cats. You can use a hi-flow Magnaflow universal main cat and then what ever you want from there back. I am going with the Magnaflow cat back with cross over and aluminum mufflers for $299. They have dual working outlets and keep the factory appearence. Headers $690 pair, y-pipe $180, Universal Magnaflow main cat @ $65, cat back $299. That's the lowest cost full system I could find.
