UARTs are a type of communications chip/microprocessor. Once one fails, it needs to be replaced.

My guess is there are uarts in the C68 control unit and the Programmer under the dash.
There is a dedicated serial link between these two units.
Probably, something has failed for this link.

Right on! UART, Universal Asyncronous Receiver Transmitter. If it's marked with the generic part number, you could probably get one for pennies and replace the one (which one?) that's bad. Problem is, that kind of info is almost impossible to get and GM's supplier never intended it to be repaired. I'm suprised it even told you that level of detail. Essentially what it means is you have the choice of replacing the whole unit or doing without but you can feel comforted in the fact that you know why! You might want to search for the posts concerning reversion of the C68 auto control to C60 manual control! When I finally get "my" '89, I'll likely have a complete C68 system for sale 'cause it's one of the things on my "hit" list. Good luck!
