I have non emission long tubes, no cats and no air pump. There is no air care in the Okanagan.
It's been 12 years since i lived in the lower mainland, but all i recall was them stuffing a sniffer in the pipe and taking some readings. If that is still the case, a good running motor will pass that test without the stock headers and cats.

It's seems some printers distort the template somewhat, so making a plastic or plywood template to verify fit, would be a good idea.
