Ignition Switch Issue?

Ignition Switch Issue?
I need opinions about my 1986 electrical system.
1) Intermitently the Vette fails to start. Several attempts can be made and it sputters but doesn't start. After waiting an hour or so it usually start right up as normal?
2) Another issue that may give a clue. A while back, I shut the car down and went into my office. A few minutes later fellow employees came to me telling me that my wipers were on in the parking lot. I had the keys in my pocket. Shouldn't the ignition in the off possition cut off power to the wiper circuit?
My assessment is that these two issues/clues point to a possible bad ignition switch!
Any other opinions?

Wipers won't work with the ign sw off! Defective ign sw. When the car won't start, THAT is the time to find out why. Check for hot spark and spark timing. Check for fuel pressure and fuel pressure holding with ign off. Check for injectors pulsing during cranking. Check for EGR valve being closed.
