I have my front bumper off and I can take some pictures for you my car is a 90
9 is attatched to the impact bar, when you put the bumper cover over the impact bar you thread the bolts through #25 it is only a support like a sandwich it is not rivited to the bumper or its not on my bumper.

#9 is bolted to the impact bar, I meant #25 is rivetted to the bumper cover itself.
I was gonna take some final pictures but I cant seem to find my digital cam.
I'm still curious why #11 and #13 is needed, when the bolt hole for the skid plate (#21) is in the same place as on the '87. On the '87 #11 and #13 are just a tubular bracket. I just left the '87 part in place and it all bolts and looks fine.
It is a strength issue... when you do get too friendly with a parking lot's concrete bumper #11 will maintain more rigidity and let the skid plate transfer the blow into it instead of just folding up the 2 tubes from the 87. This could save one or both forward inner fender wells also. But you will be just fine till that dreaded moment.
