Start w/ the FAQ thread at the TOP of this section. There are also links in there for the hardware/software needed to make mods to a stock prom (at least the stock contents).
I use Moates software/hardware although my first ODB1 cable was from someone else on the net.
There is a TON of info here on this forum but also F-body & sites dedicated to bin modifications. I'm far from an expert but have learned a lot in the last couple years & now make my own chips for my Procharged '90.

Read the stickies here http://www.thirdgen.org/techboard/diy-prom/ over and over and over again. Your head might spin a bit, but after a while, it makes sense.
