Default Failed NY emissions for CO

I thought I had my 86 manual pretty straightened away when I replaced a faulty MAF, but NY state inspection says otherwise.
the mechanic ran a scanner and told me this.
O2 senors read good
mass air good,
coolant temp good
fuel pressure - 43 lbs good
timing 12 deg (should be 6)
CO - 29.89 (limit 15) almost double allowable limit.
car is running rich.
failed leakdown -
now I pulled my plugs and they are not black with carbon, actually
look good (about 3000 miles on them).
I have read where guys on this forum pulled the plenum apart and pulled up the fuel rails, pressurized them system, only to find that none of the injectors leaked, but the system still leaked down.
Do you think setting the timing, adding octane boost and this additive
"guarantee to pass" will get me my sticker?

That guaranteed to pass stuff simply means if your car doesn't pass, and you can prove it, then they'll give you your money back on the stuff.
It doesn't mean that you WILL pass.

The solution to your problem is to find out why the car is running rich and fix it. Then run stock timing numbers.
In my area, they check timing and if you are off more than 2 degrees from stock, they automatically fail you.
