Why does it seem that single most difficult thing to diagnose and fix on a C4 is the horn? I never get any REAL answers when I ask about it. I've had 2 mechanics not even want to bother with it. What am I supposed to do about this shy of taking it to the Chevy dealer and paying god knows what for them to figure it out? It's a horn for cryin out loud! :cuss
My horn stopped working about 2 months ago. I don't believe that it is the horn unit because I have an after market air horn and I plugged a brand new one in and it didn't work either. It is not the fuse because as we all know, the fuse that runs the horn in an 88 also runs about 7 other things that all work properly. Any tips would be helpful.
I vaguely remember something about this issue but no details, so back to basics.
First check the "THEFT" fuse in the auix fuse block (behind center of I/P,on multi-user center).
Roll down the driver's window, set the alarm and close the door. Reach in and manually unlock the door. If the alarm sounds, service the button, slip ring or wiring. If not service the horn relay (behind center of I/P in multi-user center) or wiring.
A small screwdriver can be used to pop the horn button. Then jumper the center wire to one of the side springs to test that circuit.
First check the wire. Unplug a horn. Hook a test light or meter up to the harness and beep the horn to see if you are getting power to the horn. Much easier than trying various horn installations. If you get power, its probably just bad horns. If you aren't, Its probably either a fuse(did you check the ones under the dash in the second fuse box?) If you don't have a test light, make one. Remove the light bulb from the hood lamp. Tape a wire on each side. You now have a way to test the horn wires. Put one of your wires to one of the horn wires and the other wire to the other horn wire. Honk the horn. If the light goes on, you got power. Test the contraption on the battery first just to make sure you have the wires taped down well by putting one wire on + and the other on -. It could also be a bad relay or a bad horn switch. My 92 had 2 bad horns and I had to replace both. The power for the horn should be avalailable at all times for safety reasons. If you push the horn button and hear a click, that would be the relay working which means your problem is somewhere from the relay forward. Hope this helps.

Tiki, does your alarm work? Does security light flash when you open door?If not check fuse behind info panel in center dash console. This is also where the horn relay is located. Make sure horns actually work. If all of this is good pull horn button and check all connections. I spent much time fixing mine and it was a combination of a few things wrong. Good Luck, Guy
I should have mentioned that the alarm does not work. The thing is competely dead. Alarm light doesn't even come on. I did the electrical test to see if any juice was coming through at all and the meter didn't even move. I didn't know there was a second fuse box. Didn't see anything like that in my Haynes manual (but I'm no mechanic). Where is this thing?
Tiki , pull out your center dash bezel and remove the idiot light box. I think there are 4 bolts holding it in. The fuse is on the left and the horn relay is the black box on the right. I'll bet the fuse is blown. I don't know why they cant put all of the fuses in one place where you can get to them easily. Everything on these cars is a challenge. Good luck. Guy
