it just pops off. Just put a screwdriver under it and pry very slowly. I just did mine today.
Incidentally, you wouldn't happen to know where the horn relay is located? My horn quit working----tested the horn itself and its fine---so it might be the relay.

helps to use a gasket scraper with a short handle. It's wider and pointier. cover the sharp end with a layer of masking tape so you don't scratch the leather.
