If your car idels ok but falls on its but when probably cats, a bad smell, probably cats, best bet is to get new y pipe minus cats and install a high performance cat, did mine and it passes Arizona emissions easly and there is a sotp differance also.
If it smells like 'rotten eggs' that's a good indication. Also, you can try tapping the converter if you hear pieces moving around that's not good either.
What kind of Y pipe and cat did you put on your car and where did you get them? I was interested in doing that to my 91 and also putting on some Flow Masters on.

Ecklers has the front 'y' minus the pre cats. It comes with the high performance main cat, stock number 34198. It fits 86- 91 and cost 249.99. I just put it on my 90. It was on my door step 3 days after I called them.
You can also take your car to a muffler shop and have them check the back pressure or if your a DIY guy then you can check back pressure by hooking up a pressure gauge to the bung where O2 sensor goes or you can check for good vacuum.
When the engine won't rev,.... When the exhaust manifold (header) glows red,.. Least one of U cats is glogged.
You should be able to see light through the main cat.
You don't need precats to pass emissions.
Precats do little other than add weight and a fair amout of back pressure.
