Cant I just buy two bright fog lights and install it like this?

I have a extra front plastic liscense plate cover, how can I cut out two holes for lights in the plastic without damaging or cracking the plastic?

Holesaw for your drill?... or Dremmel tools. I bought a dremmel type tool w/ acc at Pep Boyz a few years ago cheap; imagine Harbor freight has them cheap too. I noted you're in Tx, a front plate is actually required ya know.

Probably hole saw it while on the car is your best bet. You'll have to cut the bumper also and honeycomb crash absorber behind there too.
