You can put them up or down or anywhere in between, whether electrically or manually, with the hood up or down or anywhere in between, simultaneously or not, with the vehicle moving or parked, with no ill effects.

Is that any clearer?
Got a video of putting them up manually with the hood halfway up and the vehicle moving?

Pull the switch all the way out, and as they're opening, push it in halfway to stop them.
You can mess with it all day till you get it to stop in the right spot. Also you can push the switch in or out a little here to turn the lights off without moving them anymore. Basically every function happens at a different position on the switch.
You can even have the headlights open all the way and still be off.

Bumping the light halfway lets you see though the hole in the hood when up. I use this trick at autocrosses and drag races to be able to see through the hood while moving the car forward.
