Default Fuel Pressure Gone Crazy

I hooked a fuel pressure gauge up to my rail and the fuel pressure jumps very rapidly from 30-50psi at idle with the vacuum line off the regulator.
The gauge is brand new and the car is running like crap, sputtering and stuff

Any ideas? It's a stock pump w/ Accell AFPR

If the pulsater in the tank is bad(oval disc shaped peice that is attached in the line of the pump assembly) that will cause the jumping in the gauge.

Is it part of the pump?

No the pulsator/dampener is located above the fuel pump on the assembly. It can easily be replaced with a short hose and clamps. What does the fuel pressure do when you shut the engine off?

I would also wonder about the Accel AFPR.

Right, it is part of the assembly, I don't think I would attributte that to the cause of sputtering. Usually the only issue when those are bad is that it becomes a guess as to where the pressure is exactly set, so if it is jumping between 30-50 maybe 40psi.??

Well.... I just took out the pulsator, installed a new fuel pump, and put the stock regulator back in - fuel pressure is still jumping like crazy, from 30-50

The injectors aren't leaking, i checked them out when I had the intake off 2 months ago and i pressurized the rails with the intake off.

What else would make the fuel pressure go insane? (car is also running very rich if that helps)
