I have a 98 C4. My first Vette. When I bought the car the fan only worked when the A/C was turned on. I found a black wire with a red stripe that was not connected to the fan. So I reconnected the wire. Blew a fuse and the car did not start. HMMMM must have a short. I disconnected the black wire and the car started. I ran a wire from the fan to the battery and the fan came on full power.So I ran a wire from the fan relay (Blue Wire) through a on off switch to the fan. Fan came on but ran very slow.
I could not find the short. So I want to put a manual switch that will come on only when the key is in the on posistion.
What wire is the best to use to get full power to the Fan.

I assume you meant 1988 C4. I'm not sure what components you are using to build your circuit, but on my '89 most subsystem wiring appears to be 16-18 AWG. You can err on the side of caution and use 14 AWG.

Look to see if you have a aux. fan. It is located in front of the radiator. If you do there will be a switch/sensor located in the head between plugs 1 and 3 on the drivers side. A single wire will run from that sensor to your harness.
To test the fans you can jumper between ports A and B (the two upper right ports on the diagnostic connector under the steering wheel. Then turn your key to the on position but don't start. If your fan(s) is working it (they) will come on.
